National_in-the-news-NATIONAL-Local_stripConCourt gives Zimbabwe voters reprieve. After several weeks of waiting, Zimbabwe’s final voters roll has been released to provinces, albeit in pieces.
The Zimbabwe Electoral Commission announced on Saturday afternoon that the final voters roll is now on its way to Zimbabwe’s various provinces. This came amid concerns that the ZEC has breached the Electoral Act by not availing the voters’ roll for inspection in good time.
While all other non-ZANU PF parties were clueless on the development, a ZEC official approached by ZimEye confirmed the voters roll had been sent to the provinces but Harare was still outstanding by 5PM Saturday. “It has been sent out to the provinces,” he said.
Harare is however the area with the largest population figures according to informal reports.
The MDC led by Welshman Ncube’s Deputy Spokesperson, Kurauone Chihwayi said his party is currently monitoring developments.
“I heard on the radio that they have dispatched the voters’ roll to provinces except Harare. The MDC is seriously monitoring ZEC’s activities,” he said.
When asked about why the ZEC has delayed releasing the roll for Harare province, Chihwayi said: “No satisfactory answer is being given, But it is all to do with ZEC’s lack of capacity to run credible elections. Zimbabwe is heading towards seriously disputed elections, the MDC will name and shame those involved in the dirty rigging exercise if there is any. Our eyes and ears are very wide open.”

ZEC Has Breached The Electoral Act
According to analysts, ZEC Has Breached Section 21 of the Electoral Act. Argued top lawyer and MDC Legal Affairs Secretary, David Coltart on Wednesday:
“Section 21(4) of the Electoral Act states “within a reasonable period of time after the calling of an election, the Commission shall provide, on payment of the prescribed fee, to every political party that intends to contest the election, and to any observer who requests it, one copy of every voters roll to be used in the election, either in printed or in electronic form as the party or observer may request.”
The MDC has repeatedly asked the ZEC to provide us with a voters roll. Last Friday we wrote to the ZEC asking for a copy of the roll. Today we were advised that we may get a copy of the roll tomorrow but we are concerned that this will not happen.
A “reasonable period of time after the calling of an election” means just that. The election was called on the 13th June and 6 weeks have since elapsed – and yet we still do not have a copy of the voters roll. 6 weeks to supply a voters roll is not a reasonable period of time. Worse than that is the 5 days left before the election is conducted – that is a grossly unreasonable period of time left to study and use the voters roll.
“Voters rolls are meant to be used by political parties the world over to analyse who is in particular constituencies so that they can be spoken to and encouraged to vote. That opportunity is now denied us. Furthermore in the Zimbabwean context where rigging has abounded in the past it is critically important that parties be given sufficient time to analyse and audit the voters roll. That right has now been denied us.
“No satisfactory explanation has been given by the ZEC for their failure to comply with the law and to that extent its credibility as an organisation has been severely tarnished by this very serious breach of the law.
“We can but hope that the voters roll in analysable digital electronic format will be supplied as promised tomorrow.”

  1. Now reChristened Madzibaba Gabriel, he reduced chipostori and himself to all-time low levels by putting on religious regalia meant for strict sect adherents and not fly-by-night rolling stones. Thus, he has become the brunt of jokes on the social web like:’Yanetsa sei MDC yapfekedza Mugabe garment?’ loosely translated ‘MDC must have really made life difficult for Mugabe because it has made him to sup with a sect.’ Mugabe can not win because these people are independent thinkers.

  8. Ritau Makarau will only be remembered in Zim history for BETRAYING ur future generation, if she decided to play di rigging game

  9. The judges are not stupid. They actually know which side of their bread is buttered. They are out to frustrate, provoke, incite and annoy anyone. Whoever is annoyed and angry will be followed and arrested once he shows it openly. Many are bound to be arrested and the EU will rule the election as fair. Vanonokerwa nekupinda kuti vatore Diamond. AU will say the same. This is Africa my friends. The song is iye atonga ngaatonge. The world seems not to care much about us but they want our minerals for their own benefit. Yese yep yep iyi is not by accident. These people are way smarter than this but are just acting out to bore you so they can arrest and detain you. This election is not going to be fair. Already the voters roll issue is enough to discredit the election. Zanu PF yaora so they will die trying to hold on to the straw as they drown. Makarau is a smart judge. What she is doing right now is a planned move and she will appear unreasonable on purpose. She already knows the way into this maze. Haana kupusa.

  10. The speed that is characterised by these elections preparations clearly shows that Zimbabwe is the most disorganised country in the world. There is this oft-stupid rhetoric that Zimbabweans are learned puts us in a vicious circle. The so called judges are too theoretical, the intelligence is self centred and everything else is so loose; there is chaos lets admit.

  11. Esh it bores. Rita Makarawu is accountable. She will explain to us soon after election. Her ARV-face.

  12. Stupid Zec….anaMakarau don’t care about the ordinary man living in poverty coz they r Zpf

  13. ZEC staff’s credentials are questionable. They are a bunch of idiots. They are not qualified to run a credible election.

  14. I am told Cde Naked is the one with the Harare Voters Roll which he was working together with his causing Xolani Mudede to alter Halale’s population figures and make the sunshine city look deserted!

  15. Chidyahusiku and his fellow judges at the Concourt must be held responsible for this chaos. Zimbabweans requested a postponement of these elections to enable a credible election but what we see is what we feared.
